Someone I know just bought their first horse, no passport and the microchip is not registered anywhere in the UK.

No breeding but looks part cob. ( I know I would not buy without passport). is there a web where you can put any microchip number in even if abroad and get details or history.

Just on the off chance, does anyone know a horse (coloured) predominately brown but with white heart shape on the bum. ( no picture as not my horse but owner trying to get history and is not on this site.)

The first 3 digits (excluding the leading 0 if your chip reader displays it) will be the manufacturer's code- this may help narrow it down, as you may then be able to check with the manufacturer where that chip was supplied to (or possibly not, I'm not sure where data protection stands on this!). It might at least give you an idea of the country of origin though.
