Mini Shetland - Rididng & Saddles Help

I have 3 mini shetties and am looking at breaking the oldest two for my son (1yr old) as lead rein ponies. They are both well built (stocky/chunky build but not thelwell fatties :D ). The one is approx. 34" (3'9 rug) and the other is approx. 32/33" (3'6 rug).

So firstly "weight limits"? Although I'm primarily breaking them for my little boy, I thought it would be nice for my 4-5year old nephew's and niece to have the odd little go on them to. but I'm not at all sure about the weight limits on my shetties as the advise is really contradictory.

Secondly Saddles. I really don't know if id need a 10" or 12"? But most other sites say a 12" is ok for mini & standard shettie.

Then if a 12" is ok, which one is best? there is the Thorowgood Safari Cub one with panels that Velcro on/off to help with fit on any pony (shown in link above). then there is the Hi-Lite bambino, which comes in 10&12" (shown in the other link above) that I think has some kind of flexible or hinged tree that supposed to help it fit any pony. Has anyone tried them? what do people think? Are there any other tiny saddles out there (I'm on a tight budget)?
