Mini Shetlands &Rugs?

Hey,
Just needing some advice on rugs for my mini shetland.. I'v been told by people that he shouldn't wear any because he will be hot because of his thick coat ect. However, others say he needs a waterproof for when he's in the field encase it rains, others say he needs a turnout rug?

arrrrghhh i'm confused!

ANY tips or info will be VERY greatly excepted!

My mini shets both have minimal fill foal rugs on in the winter just to keep them dry. They don't get too hot in the depths of the winter, although as spring approached we take them off.

All my minis have rugs, fleeces, light weights, medium and if clipped heavy weights and stable rugs.
