Mobile Field Shelter Advice please

I am looking to buy a mobile field shelter for my windswept field. Top of hill close to a 'Trigg Point' - sheltered on north and west, limited shelter on south with a valley where the north-east/easterly wind whips up it straight at the horses in the top part of the field!
First question - timber or metal skids? Advantages of each?
Second question - one company is offering a double stable (mobile) would this be
pushing the luck with regard to 'the authorities'? And will it tow with a Land Rover?
Third question - is there anything that I should avoid - people who have bought one
would not have had/changed if they had the chance again? (stable or field shelter).
Fourth question - the grazing is located in the new National Park - will this be a problem?
I don't want to spend my 'hard earned' cash to be told its a no-no. The landowner has said he doesn't mind and it is part of a farm - although no longer used as a working farm.
Basically has anyone any advice, please.
 
We had a mobile shelter up for two weeks, and had the council came round, we were allowed to keep it on the condition it was moved 20 feet every day, as then it is only truly mobile, as this was not possible we sold it on. In a National Park, then can enforce regulations, so i would check and ask them before spending all that money on one.

We had the metal skids, which after a lot of research was bought for the reason that they would not rot, over years of use, so it could be taken with us if necessary.

I have contacted the South Downs National Park and the person(s) I needed to ask were 'in a meeting' so hopefully will be ringing me back today (Monday). As you say it is best to ask first. Sorry and a bit shocked to hear your tale - how illogical having to move 20 ft a day! Do they expect the same of 'mobile homes' or other caravan-type vehicles - which leads us to another can-of-worms but perhaps better not to go there! Very topical at the moment as there is an imminent 'horse fair' in our locality!
