More help required, how do i fit the daisy rein?

How can i ensure its fitted she can relax through her neck and isnt held up; but also so she cannot eat?

I always fitted them so that the horse could get his head to knee level. Feed her a carrot at that level and then adjust the rein. Then, (sorry about this pony) test the length, can she reach your hand at ground level? If so, tighten it up a bit more.
