Mosquito bite reactions

Yesterday he had what seemed a few bites I cleaned and disinfected them and added a healing cream. Today it looks like he was savaged last night as he has tons of small little bumps on his head with small scabs. On his legs some bites but under the soft part of his legs more bites. I am not sure what is attacking him. I have him a cortizone in injection to help and he now has a fly mask on in the stable to try and protect his face. I know that grey horses are more susceptible to bites etc but this is a joke. The last time I used a decent bug spray he had a terrible skin reaction needing another cortisone injection. Any suggestion of what could be eating him ? My feeling is its mosquitoes as we have had some rain this last week.

Any suggestions welcomed.

I swear by Nettex itch-stop complete on scabby faces like that. I don't know what bugs you have where you are but I'd be putting a good bug rug on him until the fly season is over.
 
France. This happened in the stable bug rug will not protect the parts that were attacked. However the fly mask should help protect his face.
I have just dug out the wound cream or may use sudocream.
