Mounted police use of double bridle or pelham bits

I have just seen a couple of lovley police horses going down the road we see quite a few round here they seem to test out youngsters and do training in this area.

What reason do they always seem to have either a double bridle or use a pelham with two reins?

I would have thought that when they were at a football match or riot two reins would have been a nuciance with everthing else that was going on.

When I use two reins I always feel to have a handful and it takes me ages to sort them out I know the police will be far more adept at it than me.

So anyone know ?

No real idea, maybe they are worried about someone cutting one set of reins & need back up. Maybe that the horses can be in such difficult circumstances sometimes that they want to be sure of complete control. Maybe the dreaded word 'tradition'. No real knowledge though, sorry.
