I have been hunting my little cob in a Tom Thumb, but in all honesty, he probably doesn't need that much brakes.I know that its only severe if used that way. He has a small mouth, and likes to play with something in his mouth, so the Tom Thumb has been good from that point of view.The loose rings and copper suited him.
So I don't think we are ready for a snaffle yet but would a waterford hanging snaffle be a step down?
Or any other suggestions?

They do a loose-ring snaffle version of the tom thumb mouthpiece, might be worth a try since he likes it? Also still gives them a bit of play in the mouth. Like you said, a hanging waterford might be worth a try as it's moveable.
