Moving mobile stables

Just been told by a reputable west country stable builder (who says he has done all the research) that so long as mobile stables can be moved they don't have to be. He said a case went before the law lords and they ruled that they only have to be seen to be able to be moved but need not be made to be moved. Any thoughts on this guys?
 
I was told by my planning department many years ago that they needed to be moved a substantial distance on a regular basis, but they wouldn't tell me what they classed as 'substantial distance' or 'regular basis'. One of my shelters used to be moved about 1/3 mile twice a year but hasn't been moved for 4 years. The other hasn't been moved in over 10 years.

Interesting - I think these days they are overstretched and unless someone complains they are not fussed.
 
I used to have them on a field that was overlooked by snotty neighbours. They called the planning dept and we got in trouble for not moving the mobile field shelters. Apparently they had to be moved fairly regularly, so we used to move them a few feet every couple weeks or so. Unfortunately when the planning officer paid us a visit re the field shelters, she caught us in the act, with our half built arena with no PP. Whooops. Couldnt really hide that from her very easily. Its ok though, we applied for retrospective planning for it and it sailed through. Horrible neighbours !
 
My old mobile stables are on skids and could be moved. I have not moved them for over a year. I could move them as I have a tractor and lifting chains. My awkward neighbours know this so do not bother complaining as they know I could if pushed. They currently store hay (as I made so much last year). I am currently looking at getting a "mobile" pole barn for storing machinery and hay.
