My ponys anxiety

Would appreciate any advice:- I've have two mares who can't bare to be without each other and they are both in my own field behind my house, the problem is If i take one of my mares out for a 10 minute hack she is a nightmare , my other pony was calls her all the way down the road and my mare a strong sec d is not very confident on her own which only results with her getting very strong on the way home she arches her neck and was is a rocking horse , I ride her in just a snaffle and I'm finding it very difficult to control her , although I do manage to hold her I feel she was gonna tank off with me straight back home as she has actually bolted and done this before, I'm losing my confidence with her, I've owned her three years and we Have had great rides out with others but sadly not riding her alone, I've been advised to try a stronger bit, she has been rode in a kimberwick and a Pelham but that was with her last owner, I've never tried any other bit but the snaffle , she also crosses her jaw and leans on thd bit. I would love nothing more than to have a lovely ride out on our own
 
My partner thinks she's gonna cause an accident and worries about me , he says we should just keep my other pony who is just a an amazing pony who really can't be bothered with playing up she just likes to go out and come home , but my other mare is my baby , and sometimes I feel like my heart rules my head
 
Changing the bit may give you more control but will not remove the stress she is feeling when leaving her friend or stop the other pony getting stressed and calling while she is left behind, getting a third will probably be the only way to resolve it.
