NCS (low sugar / low nutrition) hay in Wales

I am trying to source some low sugar / low nutrition (but still palatable) hay for the winter. I've been using large, round bales, made last August, from a local farmer but - whilst it tested OK for minimum soak, due to lowish sugar and nutrition, and high fibre - it isn't very palatable, there's a lot of waste, due to having to discard some outer layers and it still involves soaking to some extent. Would hay made this August be OK to feed? Or ought it to be last season's? It's getting harder to find 2010 hay and - because of the wet mid / late summer, I'm hoping some people will have made 1st cut hay in August 2011. If I can find some, would this be suitable for my EMS / Laminitic cob (provided it tests OK on the nutrition etc)?

Any thoughts, or possible sources would be very welcome! Thanks
