Need dressage legal bit but he only likes waterfords

do you have any recommendations. I have a 13.2 that doesn't like joints, or Nule schule with lozenges, he's has a fleshy fat mouth but does like waterford bits, he is forward going but not strong. I need to look for something similar thats dressage legal.Could rotary bits be a possibilty? , I have tried so many.

you can get a french link type bit that has a waterford bobble as the centre lozenge. Think it should be dressage legal

I should add I have also tried french link bits. Thistle any links to put be on the right tracks would be fab,thanks
