What type of hard feed would you recommend for a older horse who is overweight? (not prone to lami or anything)

What percentage of his bodyweight should a underweight horse recieve in his feed?

if he is overweight then he doesnt need any hard feed, just a handful of chaff with any supplements in tha he gets will suffice as long as he is getting enough grass/hay.
One of mine is coming up 19 and lives on fresh air, he only gets what Ive just listed.
