Need help

I moved my horse to a new paddock a couple of months ago still the same area but a couple of streets down, my horse has become extremely spooky, unsettled and now its come to a point he doesnt let me approach him at all and im not sure as to why hes acting like that

Changing home/grazing definitely can have this sort of effect.

What else has changed? Did his field mates come too? Can he now see cows/pigs/something else that wasn't in view before?

Im trying to find another home for him as its just becoming really hard I couldn't even get a winter coat on him without him running to the other side of the paddock, i cant seem to think what has changed i mean his two heard mates have also come along with him nothing is different appart from allot of road works but its been the same on the other side he was on also
