Neglect advice

Sorry if this is a duplicate- my pc is playing up. I am concerned about what I guess to be a yearling which is being kept in a small lean to stable and never let out. It seems to be fed hay but I am sure that new laws state that animals are entitled to adequate exercise. I have tried to contact the RSPCA anonimously as the owners are seriously scary but I seem unable to leave an e-mail without giving them my name, address and life history! I would be very grateful if anyone could clarify the law and also who I could approach to check it out without putting myself at risk by providing my details. Many thanks.
 
Ring World Horse Welfare, you don't need to leave your details unless you have to. I find them more effective than RSPCA anyway.

Ditto this.

When I made a complaint to WHW they took my details even though I asked to be kept anonymous. If you ask they won't mention anything to the 'owners' regarding you.

I just made it very clear to them I wasn't to be mentioned and they were great :)
 
Sadly, I don't think you'll get anywhere if the pony is still being fed/watered.

I know of a similar situation near me where a stallion is kept shut in 24/7 with no turnout whatsoever. Several people have tried to do something, including myself, but apparently it is not illegal and as long as the animal is fed, it won't stand up in court as neglect or abuse :mad:
