Neglect or not?

Hello i have been lurking on here for a few months now and i need some help or advice if i may.I hope this is in the right place.The situation is that near me is a paddock well i say a paddock its about 1/4 of an acre split into two bits by wire/electric fence and there are two horses kept on this land.In this paddock is a run down corragated shack and rusting cars and caravans and junk.The fences are made up of barb/sheep wire that goes onto a "B" road.The horses are rugged up and fed and they do have a round bale of hay now and again.The horses are tb or tbx by the looks of them both are quite fine boned.I have never seen a farrier or vet there but i'm not saying there hasent been one.Is this neglect otshould i keep my nose out of it and mind my own beeswax.Any advice that you can offer would be helpfull.
 
Obviously less than ideal situation for keeping horses, my gut instinct is that if the horses are rugged, fed and watered and uninjured then I doubt they would be considered neglected by the authorities.
 
As long as they aren't hurt or underweight then no its not neglect, i'd just keep away

I reported two horses left in one stable. no feed, no water. Both skin and bone and i was told that basically while they were still standing they wouldnt do anything.
 
If the horses have feed and water, are not injured, and seem to be coping then i woudln't class it as neglect they just have a very bad field
 
I wouldn't get involved at this point, unless they are obviously underfed or feet neglected. Otherwise yes, it's not ideal but there may be good reasons for keeping them there that you aren't aware of.
 
Thankyou for your replies.No it's not an ideal situation for them but i guess what you say is right.They just have bad living conditions.I feel very sorry for them and would rather see them in a decent size paddock.
 
I don't think there would be point in reporting. I think its not ideal at all for horses but reporting won't get them anywere. Is there any thing more partical you could do? I'm talking offer field etc, befriending them?
 
I would love to offer them some grazing but i keep my three at livery.The couple who own the two horses are local people and everybody local knows the conditions the horses are kept in.But nobody else seems bothered to help out with the horses.
