RSPCA unfortunately. I think they are better with dogs than horses. Your local council should also have an Animal Welfare Officer. Some are very good, some not so and will tell you to call the RSPCA.

A stern phone call this morning has hopefully helped the situation. Keeping a close eye on dog.
