Does anyone have a link so I can read exactly what these say? Specifically with regard to livery yard owners' responsibilites?
 
The secondary legislation isn't written yet so there are no specifics. It is likely that livery yards will be subject to license granted by the local authority but no more details as yet.

I work for the Local Authority and will be responsible for it's implementation locally.
 
I just ask because I was told that a vet told our livery yard owner that he needs to provide some shelter in the fields for the horses because of the new welfare act
 
I am not aware of anything specific suitable shelter is a general welfare requirement but this could be hedges or even appropriate rugs. To my knowledge unless the animal is poor condition the RSPCA or ILPH are not going to be interested in taking action and until the secondary legislation comes out for livery yards local authorities are not going to get involved.

We license riding and schools and certainly do not insist that these have field shelters.
