New Forest Pony - collar?

Not sure if I'm seeing this right but if you scroll down through this article about the cold weather to the photo of the New Forest ponies...is that some sort of collar on its neck? One line of it doesn't quite look real so not sure what I'm seeing?

I might be wrong, but I think they wear reflective collars so cars spot them in the dark?

Yes it is a reflective collar, I'm in the process of designing a new type for a girl who has New Forest ponies down there as some of the current ones fall off too easily, Oz
