New hat regulations: when do they come into effect?

Sorry to bring this up again 🙈 but the new hat rule from BS, does anyone know where I can find the most up to date copy of the rule please and when it actually comes into play?
I've just bought a kep hat unaware that it had the old EN 1384:1996 standard and have been back today to try and return it to the tack shop and they are refusing to let me do so as apparently the new ruling doesn't come in until 2017 when everywhere I have looked says these hats cannot be used past 2015. They claim they've had a letter from kep saying so but they were unwilling to show proof. I can't afford to loose so much money if I can't use this hat in competition so can anyone tell me when this rule actually applies? End of this year or in 2017?
Also does anyone know the rules for FEI hat standards as well as I can't seem to find those

Hmmm .......... did you see the Kep thread, I think they might be overwhelmed with returns this week........
 
The new rules come in to effect on 1st Jan 2016. You can get copies of the statement from all the disciplines (BE/BS/BRC/PC) online to back you up. The only exception is BD who will continue to accept EN1384 for 2016, and will advise as to ongoing rule changes throughout the year. Remember it's not enough just to have the standard - a Kite or SEI mark (depending on which standard the hat conforms to) is also required.
