new passports issued at sales

when you go to sales and they issue a horse with a new passport. does anyone know if they have a particular passport company they use or can they choose what they want to register them with. only asking as trying to trace a ponies history. thanks

I've got a 5 yr old WBX issued with a cleveland bay passport because that was the issuing agency at york sales at the time. I contacted the agency who confirmed this and only managed to trace some parentage through the stallion using NED online.
