new to hoof boots - seem to 'flap' a bit ?

I have got my boy some hoof boots as he is unshod and has sensitive front feet, I researched to to find the make most suited to his foot shape and measured him up properly to get the correct size, he now has cavallo simple boots. i noticed the first time he wore them that after a while i could hear a slight flap noise ( a bit like a very quite version of the old petal overreach boots ). next time I made sure they were done up firmly and again after a little work I could hear them again. I have re measured and it is still the correct size. they didnt come off or look in anyway insecure even in canter and he seems quite happy in them - is this normal or do I need to look for a different make ? ( hope not as quite expensive !! )

I use cavallo simples on my mare and I have also heard "flapping" at times. I assumed it was the boot hitting the floor marginally before her hoof but hard to tell from onboard! They never rotate, come loose or rub her though so I haven't stopped using them.
