*NEWBIE* Can someone please help me?

I'm fairly new to this, joined a while back but only just starting to use the forums regularly. I've seen that some people have a border type thing at the bottom of their message (usually consists of pictures of their pets). How do I make one?

Go to www.photobucket.com or other photohosting site. Upload your photos to there, resize to not more than 700 x 200 pixels. Copy the
