NF gelding - tiny bites on sheath?

I noticed a few pinprick sized spots of blood a couple of days ago, wiped them off. Now there are a few tiny black hard balls on the sheath - to be honest I am not sure if they are scabs or not. They wipe off easily. His sheath looks fine apart from that, not swollen. Could they be insect bites?

My horse had these in the summer and vet reckoned they were fly bites .

Yep, midge bites.
