If the goverment helped Riding Schools and subsidized lessons for all kids the BSH could have played a bigger part in promoting horsemanship.
NH has fillled a gap created by Health and Saftey gone mad closing riding schools by making red tape and legal issues take over.. Now instead of learning about riding and horsemanship 'hands on' as we grow up, anyone can buy a horse and get a video on how to train it.
Equine Assisted Learning and NH for troubled kid's used to be Riding and working around ponies and learning as you go. I heard £5000.00 is now spent on each 'troubled Kids' so it's not about funding it's about spending it before it goes wrong.
