No passports - what next???

Back in October I swapped a mare for 2 weanling foals. The breeder assured me the passports had been sent off and as soon as they were back she would send them on to me by recorded delivery.
To date I have not received the passports. I have contacted the breed society who confirmed they had been issued, although it did take a while. But for some reason the breeder is not sending them on, despite numerous emails.
So, I am a bit stuck, what should I do now?
 
Well - according to DEFRA - you should report the breeder to yourlocal Trading Standards Officer for unlawfully selling horses without passports - so they can prosecute! And if you don't, and TS finds out you have horses without passports, they can prosecute YOU.

So ring the breeder and tell her to pull her finger out and send the passports to you NOW as she is breaking the law! If you don't get them within a week, ring the Breed Society and kick up a stink with THEM. Then ring Trading Standards and explain yourproblem!
 
I wouldn't instantly blame the breeder - unless they admit they received them. I bought a foal before his passport had come through and the passport agency promised they had been issued but it never arrived. It took nearly a year for them to reissue one (I actually believe it was the original one they hadn't actually sent because it arrived far too quickly once prompted by me again to have been a duplicated one).

That's nothing Rollin, prior to that they had lost his DNA samples on two occasions - miraculously finding the second set when they got a rollicking. Funny thing is they post on here regularly criticising other agencies and individuals. AES all the way for me from now on.
