Might be a silly question but can you put fluffy noseband covers on drop nosebands? Are they still effective in getting the horse to put it's head down?

No reason why it would not be - it will still restrict what they can see in front of them which might encourage some to lower their head to see what they are doing. But you might find you need to cut it a bit shorter to keep it away from the lips - even then it may well get very soggy with spit. Possibly not the best answer to whatever you are trying to address?

If you were aiming for a shadow roll effect then the cover would not need to be on the chin strap, so it shouldn't get soggy from spit. :)
