Not sure my foal is the right age, help with teeth please

Iv brought a foal from the local sales and wondered what people thought. He's ment to be 7 months but seems younger by the fact he's very weak and when I looked at his teeth today he has 4 teeth on the bottom and 4 on the top, I thought he should have his corner teeth by now at gone 7 months?

The third incisors can come in any time from 6 - 9 months.
