I think it is a poorly worded attempt to warn people not to let Staffies go "free to good home" as the homes may not be good.
 
Yep, puppy farmers and dog fighters and dog dealers (pick up a dog for cheap or free over the internet and resell for £££) scouring the internet for victims is not unheard of, one of the many reasons I hate these sites.
