NRPS passport change of ownership

Hey,

I need to change my horses passport into my ownership, his passport is an NRPS one and I think I need to send it off to Holland to be changed. Does anyone know if there is anywhere in the UK that I can send it or on the other hand, if I need to send it to Holland, how do I do it?!

I had been in contact with NRPS directly but their English speaking person has since left and I have tried to contact them a couple of times and not heard anything back.

I desperately need to do it sooner rather than later!

Any help/advice would be greatly appreciated.
