Last year i bought my boy a brand new winter wardrobe. Just organising cleaning said wardrobe ready for winter - all his rugs have only been worn for one winter.

Do they need reproofing as well as cleaning?

they are horseware rugs, oh and a PE rug.

If not that dirty.leave them alone.
If you have them cleaned and they use detergent it is advisable to have them reproofed.
If you wash them at home with plain water or rug wash they should be ok.(check label)
To test them when dry pour a small amount of water over several areas,if it runs in beads they are waterproof. If it sits in then sorry they are not.

I think if you use a rug washing service then you might need to get them reproofed as well. Its the detergent that strips the waterproofing off them. Why not give them a good brushing, spot clean them, remove all straps and clean properly and leave it at that until next year. Having a horse that is allergic to detergents we only ever pressure wash our rugs with plain cold water and although they're not as smart as some they stay waterproof.

If your rugs havent been washed before and are relatively new then they dont need re-proofing the first time they are washed usually. If your rug cleaner uses the correct products, eg Nikwax - which isnt a detergent, then your rugs wont need re-proofing. The only way that the rugs will be stripped of waterproofness is if they are for example washed with household wash powder. Horse products are just that, made for horse rugs and suitable for contact with your horses skin. If your rugs are greasy and dirty inside then they would be better off cleaned as the debris affects the rugs breathability.

I speak from experience - I have my own rug wash business!
