nutcracker action

Can anyone explain to me what the 'nutcracker' action is designed to do? I know it acts as a 'lifting' effect on the horse, but what do they mean by 'lifting'? Thanks

When tension is taken up on the rein the bit jack knifes at the centre joint, the sides are pulled in and exert pressure on the edges of the tongue, the edges of the jaw and the middle of the bit can go up and hit the roof of the mouth.
