Obese Pony having nosebleeds

So I made a visit to a pony I used to have as a child. He is a 12.2 native type. Always been a very good doer. I went up to see him last night to find he is disgustingly overweight. He has the fattest crest I have ever seen, his feet are disgustingly chipped and cracked. I gave him my hand tp have a sniff at and I noticed hos nose is bleeding probably because his heart and lungs cannot take the strain. I know the owner and have even asked if I can buy him but she won't as her other mare who also has Turkish slipper feet won't settle on her own. I don't want to have a massive go at his owner incase she tells me I can't go up anymore but I'm unsure what to do. Will the rspca get involved???
 
Slipper feet? Yes, the RSPCA would get involved. There was a case in the press just last week. As an alternative to the RSPCA there is also World Horse Welfare, or the BHS Welfare officer. All three would know the law and to be able to back it up if necessary. For the BHS telephone the headquarters at Stoneleigh and the details will be passed on to the local person.

Sorry, it's what I call ponis with curly overgrown toes! They are both horrendously overweight. I will give them a call now. I was unsure if anybody would take me seriously.
 
I would personally call BHS or WHW first. If they have a chat, the owner may think oh **** and take steps to rectify it. If you call RSPCA and they say they are ok then WHW or BHS won't talk to the owner at all, and if RSPCA decide they can prosecute then the owner could have huge financial issues and face jail or bankrupsty and a record for what is more likely to be a case of rose tinted glasses than intentional neglect.
 
Polaroid pony, where are you ( the ponies ) and can you get pics of them and their feet. Im a BHS welfare officer. Please pm me.
