Odd bit - anyone know what it is?

Saw one like this yesterday. Loose ring. Looks like the teardrops might be for a lip strap.
Since I haven't seen one before, and don't know what it's called, or what it does, I wondered if anyone else did.

The only one I have seen in use was part of a double bridle out hunting, at least 50 years ago.
