Odd legal question..

Bit of an odd random one...
My 'friend' moved abroad leaving her horse on livery at a riding school.
He is not passported or vaccinated, but is freezemarked.
As far as i know she wouldnt have signed a contract but since then i have found out the horse has been sold on.
Im not sure if i should tell her?!? Can they apply for a passport for said horse to sell on? He also is a rig, new novice owner didnt even know what this meant.
 
It is illegal to sell a horse without a passport so have they got a passport for him. In my experience it would not be too difficult to do so.
 
Of course you should tell her imo, not only has her horse been stolen (unless theres more to the story that you dont know), I assume she will still be paying her livery fees.
 
The thing that worries me is how easily a passport can be obtained and said horse sold on,
Horse is on working livery so no livery is being paid for, i know she would be heart broken if she knew he had been sold on but she has no plans to come back as far as i know and neither could she afford to take him abroad. I will drop her an email..
