Why is the BHS' interpretation of the travel restrictions for level 4 areas in Scotland more draconian than the actual government guidelines?
BHS says, "Not permitted to travel outside of your own local authority for exercise."
Scottish government, under a list titled "exceptions" to the travel restrictions, says,
It also says traveling to take care of your own animal is fine, but this effects sharers, people in riding lessons, etc.

- Local outdoor informal exercise such as walking, cycling, golf, or running (in groups of up to 6 people from no more than 2 households) that starts and finishes at the same place
- travel locally (within around 5 miles of your local authority area) to reach a place to take exercise outdoors
