Why is the BHS' interpretation of the travel restrictions for level 4 areas in Scotland more draconian than the actual government guidelines?

BHS says, "Not permitted to travel outside of your own local authority for exercise."

Scottish government, under a list titled "exceptions" to the travel restrictions, says,
  • Local outdoor informal exercise such as walking, cycling, golf, or running (in groups of up to 6 people from no more than 2 households) that starts and finishes at the same place
  • travel locally (within around 5 miles of your local authority area) to reach a place to take exercise outdoors

It also says traveling to take care of your own animal is fine, but this effects sharers, people in riding lessons, etc.

I imagine it’s to try and discourage people from boxing up. We pretty much border another area so if we travel across we’re 5 miles away from our yard so fine to hack according to government guidelines.

Level 3 in Scotland allows for travel up to 5 miles outside your LA Authority area, level 4 says you can't travel outside your area for exercise. It also says the exceptions should not be viewed as loopholes.

www.gov.scotland says sports organisations will need to refer to guidance produced by their Scottish Governing Body of Sport and ensure they operate in line with the guidance which in the case of equestrian sports is HorseScotland who confirm the above:

A large proportion of my riding school (level 2 area) clients travel to me from level 4 areas and so are having to cancel their lessons however, I would not condone them breaking the rules which become law on Friday just to have a lesson.

I’ve had a request from someone on my yard to use my trailer next week to go to a lesson elsewhere...I am very conflicted..whilst I’d like to help we are tier 4 and I’m sure we ought to be limiting travel anywhere.
