no people never expect an offer over the asking price...unless perhaps more than one person want the horse and theres a bit of a bidding war.
oiro (offers in region of) and ovno (or very near offer) pretty much mean the same thing
I always interpret OIRO as Offers in Region Of, meaning that offers over the price are more likely to be accepted. I had a horse that I advertised for £5750 OIRO, and someone called and offered £6000. They came to see her, then left me with a blank cheque, saying "fill in what you want".
