My riding club starts all our jumping - at 1'6" and they're open to anyone - class is split if there are enough entries. We do WH at the summer show and have 3 classes based on horse's height (under 13hh, 13hh-15hh and over 15hh) but each class has a novice and open section so you choose which height you jump. We're just a local riding club though and make up our own rules. If it's an affiliated show or a qualifer there are likely to be age and/or height restrictions. Worth asking though as if it's just a local show they may well make up their own rules as well!
