The million dollar question

You start by riding the horse forward on a soft consistent contact. Then by lots of work on transitions between and within paces you encourage the horse to engage his hind quarters more.

Along with circles, loops and serpentines you increase suppleness and straightness.

When everything comes right the horse starts to work in a quality outline
 
Ignore what the head is doing, soft contact and work on getting the power and engagement from hindquarters, then the head will automatically come into correct alignment and will be working over his back.
 
You don't get it or make it happen. You ride the horse in a relaxed, manner, encouraging it to engage it's hind through effective use of transitions andvarious exercises, different horses.respond to different exercises. Then, when all of the building blocks are in.place, the thing you are looking for which is on the bit will happen.

It is a culmination of effective, sensitive riding and not an accomplishment of trying!
