one way system

i am not sure what the legalities are regarding this, so hope someone can advise me please. legal or not, it is ridiculous. on my way home tonight i was driving through the town, which is all a one way system. two women were riding dark bay horses - at twilight - with no hi viz etc, both in black clothes and no hard hats. they both proceeded to go the wrong way down a on way system, narrow roads and and a blind bend (the wrong direction).

apart from being stupidly dangerous, what is the legal situation please?

i felt like shouting at them but did not want to frighten the horses.
 
When I collect horses from a riding school to take to RDA we go considerably out of our way to obey a one way system. It wouldn't be a safety issue if we didn't and we often joke about hopping off and converting into pedestrians. We certainly all believe that going the wrong way would be an infraction.
 
I do not know the legal answer, but agree with you it was very foolish and dangerous behaviour by the riders.

The horse world claims the right to be respected on roads as horses were on the roads before cars, behaviour you saw damages all riders reputation and endangers so many.
 
It was my understanding (happy to be corrected) that if you ride on the road, you obey the rules of the road. ie, on a horse you are technically a vehicle, have to stop at traffic lights, go the right way round roundabouts, obey one-way systems etc. This is really stupid behaviour. I wonder what would have happened in the event of some kind of accident? Who would be in the wrong?

i know legally horses have the priority over the car, but not sure it would be wise to make any challenge. as i believe, horse ridesr must obey the directions given for motorists. i have discovered these two riders are of a certain 'group' and make a nuisance of themselves all the time. you do NOT upset them!
