I'm in Australia and yesterday penciled for a Dressage Judge from the UK, . She frequently asked me to write the comment "Onward Bound" during a Canter movement. What did she mean? It is not a term I have heard before.

It sounds like an active, forward canter, perhaps too much so
What sort of marks was she giving for these movements?

Horse is moving a little quick, and generally looks like they are struggling to keep their balance and they are going a bit quick in order to keep it

I used to be decisive, now I'm not so sure...

Onward bound would be energetic, but not controlled energy, so the canter got a bit quick in mph over the ground rather than controlled. It could be the strides got a bit open. You could probably have heard the footfalls more than in a working canter :p
