over schooled horse!!

I have recently taken on a horse that has been wrongly schooled and over schooled. When the horse is ridden out, in walk and trot his head carriage is fairly normal but in canter the horse has his head so over bent that i'm sure he can't see where he is going, you can offer him the rein to the buckle and he will not take the rein and will not go forward. His owner is relativley novice but i think he has taken advice from different people on how to ride the said horse. Before he came to me the owner couldn't ride him that often and with him being an ex racer it wasn't enough and when he rode the horse he was very lively which made him ride in a very short contact and would yank and yank and yank until the horse came down an the bit and was controllable and now the owner thinks the horse can work on a contact he has schooled the poor thing to death.
Now the problem were having is that we cannot get the horse to lift his head and go forward, any idea's???
 
There's no quick fix.

The horse will need to be worked on a loose rein and encouraged forward with the leg until it begins to relax and then you can pick it up and encourage a bit of bending and work it into a propper outline that way..
 
Unfortunately i don't have a walker. We are doing lots of hacking in walk encouraging him to stretch down and relax, i think he is just finding it hard to stop thinking he is going to be yanked in the mouth, you can actually feel him waiting for it. Poor thing!
 
sounds to me you are doing the right thing plenty of hacking to get him to relax. give him time or try a little treacle on his bit get him mouthing again bit messy, sorry a lot messy, but if it helps him to relax
