Partition Height ????

I am in the middle of converting a Renault Master Van - so am trawling the forums for ideas and safety features - it will have side loading internal ramp and rear ramp so the horses load in the side door and exit through the back van doors - no structural changes to the van at all, this is because I live in France and the authorities here would have a fit if we cut the side of the van out and put a big ramp in !!!!!
I am using IW breast bars with bolts through to the outside so will be able to drop them to release a horse if it tries to go over the bar
My main question is what height partition would you choose and why - my preference is for partitions that come right down to the floor as I have an absolute horror of a horse going down on its side with its legs under the partition - with full height partition the horses legs at least stay underneath it and give it half a chance of getting back up - This never seems to be an option in the 3.5T boxes I can see on the internet - why ??? I know they say that horses should be able to spread their legs but surely they will be treading on each other if they actually did in say an IW trailer - I have never seen any evidence that they were travelling with their legs that far apart and as they will be rear facing in this box presumably they will have less need to brace themselves .......
