Passport help and advice please

We recently got our 2nd pony on loan and despite being assured by the owners that they would forward her passport on we are still waiting. We have sent a couple of polite reminders via text but have not heard anything.
What can we do ? I understand that we cannot insure her without the Passport ?? plus the farrier thought she looked about 6 not 10 as we have been told. Has anyone got any advice re: insurance and Passports ?
 
How did you get the pony home?? As you cannot transport a horse without a passport? I would call the owners and say that by law the passport must accompany the pony, and that you want to abide by the law, ask if the pony has a current passport. If not just say that as the pony needs one can you come to an agreement about getting one sorted out for the pony (re: costs involved etc). If they have lost it, then ask if they can apply for a duplicate. If they say no to either and that they have one, arrange a time to collect it and if they fail to give it to you then and still say no the the first two options, then advise them that you have no choice but to contact defra.
 
They brought her to us (I didn't even know it was illegal to transport a horse without a Passport!)
