Passport/Ownership Question (Vet Issue)

Hello, I have just had the vet out to vaccinate, microchip and passport my foal. I am 16 and the vet said I couldn't be put on the passport as the owner because I'm not 18. My question is what is the legal age to own a horse and have your name on its passport? The reason I want my name down as her owner is because she is my first owned horse (I've loaned many before) and I worked for the money to buy her so I want her in my name considering I paid for her. The vet put my mums name in the owner section. My friend had a fllly when she was 15 and had the passport in her name so I'm confused, thanks in advance. I would be surprised if that was actually the vet's decision to make. The passport issuer - the company named on the identity forms - should be able to advise you if you contact them.
 
Personally, I think it's nothing to do with him at all whose name is on the passport, he's more thinking about who is liable to pay his bill. Quick answer would be to ring up the passport issuers and ask their advice.

There is a minimum age for being the legal owner of an animal, but it's 16 not 18, so shouldn't be a problem. I'd ask your vet to change the form.
