Passport ownership?

Currently completing the change of ownership form to send off for my lads passport.
I need to put in my date of birth but the problem is I'm 16 and not too sure if I can put myself down as the owner?

He's registered with Weatherbys if thats any help.
Would I need to put my mother down as the owner?

I'm the owner on my Welsh B's passport (and have been since I was 9) but when I changed ownership for my old TB mare last year they were quite funny about my age and put my mother as the owner?!
