Passport Problems- can anyone help?

I'm having huge issues getting a passport for my pony as the lady whom I leased the mare off wont sign the paperwork so the society says they wont give me a passport (even though they have all the stud certificates etc!!)

Has anyone had a similar problem?

You "lease" the mare?
If thats the case, she is not your pony to get a passport for!
If the woman refuses to get her a passport, return her pony to her.

Sorry- that was not very clear. I bred a foal from the 'leased' mare as I leased her as a broodmare. The subsequent foal is what I can't get a passport for

Not been in a similar scenario (what's the reason for the mare owner not to release the passport?), but do you actually want a breed passport (for showing, etc.) or just a horse passport from the horse passport agency - which isn't that difficult to get.
