All horses should by law already have a passport, no matter what they are doing.

He needs a passport regardless !
You can transport a horse without a passport on you, unless you are going to a competition, but your horse must have a passport somewhere, and you should be in possession of it.

He definitely needs a passport. The passport must go with him in the horsebox when he moves to the new farm.

Not at the moment, as far as I'm aware, though I believe all racehorses are.
