Passport Rules Changing

Just wondered if anyone had read the news article in this week's H&H about the rules about passports changing? All new foals from sometime next year must be chipped.

I just wondered if anyone knew the answer to a question I came up with.

I have Buddy passported by IHB and had my vets microchip him when I bought him (a PetLog chip - same as Kennel Club, but with equine section). Will these new laws means that I have to remove this chip and have it by someone else?

Also, it was saying about the NED being released. Do I have to register Buddy to this with the chip I already have or do I need a new chip for it?

Additionally, can all chips be read by the different readers?
 
I think it means all newborn foals. And I don't think it matters who does the chipping as long as it is done.
I could be wrong though.
 
I may be wrong but the vet when he chipped your horse should have checked his passport and attached the sticker to it .This is assuming he had a passport at this stage.
When you mention the IHB do you mean the irish horse board as I believe microchipping has been mandatory for a little while with them.
 
He is fully passported with IHB, has been since born. He does NOT have a microchip with them - I checked with them, and passport had no microchip number. Hence why my vet did it. Vet attached sticker to passport, and I got sent all documentation through the post.
 
It is Foals born 2009 that have to be compulsry microchipped going forward.
The NEd there is nothing for owners to do they are collating info from existing agenices. it may pay you to inform your passport issuer that horse is now microchipped so they may update their records

No it isn;t, it is any horse (of any age) issued with a passport for the first time on or after 1 July 2009.

As I think ISH is able to do data exchanges with NED you should certainly tell ISH about the microchip number your horse now has giving his name, date of birth UELN number (the 16-digit number issued by ISH when they did his passport) and the date the passport was issued as they will be able to tie up all the records from that. Also if you did not breed him and have not told them that you are the new owner they will appreciate having the change of owner details from you too.

(DEFRA) Consultation launched on changes to horse identification legislation

Defra has launched a consultation to revise the existing equine identification legislation. The consultation period runs from 10th November 2008 to 10 February 2009.

The main requirement for the new Horse Identification legislation is the compulsory microchipping of foals born after 1 July 2009. This requirement will not be retrospective for older horses.

Under the current legislation, all equidae are required to have identification. The new regulation aims to improve this current method of identification by linking each ID issued to an electronic microchip implanted into the animal. Linking the microchip and ID, which are both recorded as a unique life number on a national database, will reduce risks to human health by stopping certain animals entering the food chain, help disease surveillance, and aid recovery of lost or stolen horses.

The purpose of the consultation is to seek views on draft Regulations intended to apply Commission Regulation (EC) No 504/2008 in England. The consultation document is confined to the application of a number of derogations provided for in the Regulation, along with new offences created and penalties for non compliance.

I have already sent my passport to IHB to change ownership details - who else do I have to notify in Ireland?

I also want to know how the data will get from my passport to a central database (NED)? Do I tell them or do they automatically find it?

No one unless you would like to wrote to the breeder to let them know informally that you now own him -- I am sure that they will love to find out.

It should happen automatically when ISH /IHB uploads its lates data / data changes to NED, althopugh I am not quite sure how often this happens.

So basically just sit back and let the systems take care of it all for you.
 
Although DEFRA may describe this as a consultation in fact the eu legislation will be fully implemented from 1st July 2009. You can read it in full on the website of the EU Commission - Implementation of Regulation (EC) no. 504/2008.

France already insist that all foals are mircrochipped BUT under the regulations she has been able to drop the outline on the passport. Not a problem for horses with one solid colour.

However, my microchipped piebald filly has NO OUTLINE ON HER PASSPORT only a written description. How do you check the ID of a coloured or spotted horse from a written description.

You can either ask DEFRA not to go this route or buy yourself a micro-chip reader toute de suite.
