Passport - Welsh Cob Society questions please

A long boring story that I will try and shorten for you.

We are new to horses as will become obvious when you read the following.

1. Purchase Welsh Sec D 4 months ago
2. Told that passport has been sent off to WCS to have our details added
3. Persistent questioning over the following 4 months results in a multitude of excuses from seller who was not the previous owner, but sold the pony on the previous owners behalf. Excuses range from the WSC are really inefficient and slow to the previous owner hasn't signed the passport. None of which I believe
4. Passport arrives after 4months
5. Passport has my daughters name in it, but no stamp or official signature from the WSC


So my question is , does (as I suspect) each new owner on the passport have to be accompanied by a stamp and official signature ?

What I suspect has happened is that seller has done nothing about the Passport and merely sent it to the previous owner to be signed by them to authorise the transfer.


Thoughts please ?

I know it should have been passed to me on the day we bought him (well I do now anyway ;). I was more interested in the stamp / signature bit to be honest.

I could call the WPCS , but they are not open until Monday and I was hoping for an answer before then.

Don't know if it was right but with both of my horses I have sent them off to the passport issuing authority myself along with payment for change of ownership. One was to the Welsh Pony & Cob Society and I had the passport changed from The Dartmoor Pony to the WPCS. The other was to Wetherbys. Neither took very long todo
 
The WP&CS are very strict on their passports, they will try to keep a proper chain of owners officially recorded and stamped, they will update and stamp it when you send it in as long as it has been signed by each vendor, they may ask you for a receipt.
If there are blanks or it is not signed by any of the previous owners they may take a while to get it back to you, if you can do the chasing and get receipts of sale it will save time.
 
The big welsh cob sale was on in October. Everything stops for that, as all the passports there have to be transferred day of sale, so leading up to then you would have to wait some time to get the passport back. Even so, I'm pretty sure that it should be stamped by the WPCS. They can be very slow though.

Another lady bought a Welshie the same week as us from the same vendor. Her passport returned in 5 days.

I do have a receipt (for what its worth) from the vendor. This also arrived 4 months after the purchase :rolleyes:

I also bought a Welshie four months ago!

I was given the WPCS passport at the time of purchase, but didn't notice until I got it home that my mare had been sold 3 times before I got her, and none of the sales had been stamped / authorised by the WPCS.

Very worrying, considering it says on the front page of the passport that "Entries and alterations to the Passport, except when authorised by the Society, are not permitted and will render the Passport null and void."

Anyway, I rang the society and explained and they were very helpful and said that as long as all the transfer details had been fully completed in the passport, I should send it to them with a letter asking them to validate a change in ownership to me, along with a cheque for their admin fee of £12.50.

I did this on October 7 and the passport was back with me 5 days after posting, with all the previous changes authorised, signed and stamped.

Don't worry if there's a trackable chain of events, just give them a call and ask what to do, like I did.
 
As above the WPCS are very good and will sort it out for you.
When i bought my boy i filled in the new owner section sent off and they took care of the rest for about £12.
Give them a call at the office after christmas they are so lovely and are happy to guide new owners through the process.

Wolf's came back very quickly when I bought him - virtually by return of post. They'd also stamped 'GELDING' in really big letters on every other page. Nothing like driving the point home poor boy.
 
Yes should have a signature, stamp and date stamped in transfer of ownership. The stud I bought my boy from took it in personally as they are just down the road from the WPCS so it was there in my name when I collected him. Also had the big GELDING stamp on the front and across the green section in the middle with the certificate of castration completed.
Sounds as though you will have to return and pay the change of owner fee. To be safe just check the centre pages that the description matches your Welshie.
 
the onus is on the new owner to send the passport off and pay the transfer fee to the WPCS, I wouldnt worry there has been a delay.
I always send passports or registrations recorded delivery and scan a copy in case of delay in having it returned to you.

Before they sent mine back they demanded another £12 on top of the change of owner fee so they could stamp Gelding on it - it wasn't even stamped in a straight line!!! Apparently they don't charge for this now.

If you had a stallion license and then your stallion was gelded you have to re-enter your gelding into the correct part of the sud book. The society needs evidence from a vet that the horse has been gelded then it can be re-entered as a gelding. That section of the passport is for that evidence. At the time there was a fee of £12 for this but due to pressure at the last AGM this fee is now waived. There are many people critical of the society but in this case all seems fair and reasonable. The fault was with the people who sold you the horse for not registering him as a gelding.
 
Ah yes - actually they guy I bought him from is on their committee, and I complained to him in a light hearted way about it.... I think he may have had a hand in it.
